Since you know the ground is soft it is a good idea to go ahead and buy a water level and check the home every summer.
Unless you live in a flood zone, it would have been much better to build basement walls and maybe incorporate a basement or an 1/2 basement into the build. Basement walls, done correctly won’t shift or sag like piers and posts. If you must use piers and posts, the taller posts should be much deeper in the ground and should have some type of cross bracing to keep them square.
Types of Central Air Conditioners
Two commenters suggested HUD delete paragraph entirely, since exterior stairs are not constructed within the building facility and more appropriately fit under the HUD Code's Model Manufactured Home Installation Standards. A commenter explained that exterior stairs would be subject to state and local building code and health-safety requirements. If HUD's exterior illumination requirements conflict with state or local requirements, it would only cause confusion within the industry and may put consumers at risk. The majority of commenters expressed general support for the proposed changes as part of HUD's effort to update the Construction and Safety Standards.
Google ‘Manufactured home complaints’ and you’ll see the sites (I can’t for the life of me recall their names and I’m not able to search Google easily right now). In a perfect world, I would tell you to fight till you couldn’t fight anymore but this isn’t a perfect world. Sometimes it’s quicker and easier to take what you can get and be done with it because fighting these types of battles is long and frustrating and that’s done purposely – the longer they make you wait the more likely you will be to drop the claim. Subpart C, Fire Safety
Some commenters suggested adding exclusions for closet, pantry, coat closet, linen closet, and toilet compartment doors and other spaces where the intent is to “reach in” and access an item. Further, single-section manufactured homes have a smaller living space when compared with a multi-section manufactured home or a typical site-built home.

Site-installed dormers at the garage in addition to floor-to-foundation fire separation will be required to be completed on-site and it would be advantageous to run all separation at that time to ensure proper alignment with the garage. All horizontal gas piping must be adequately supported by galvanized or equivalently protected metal straps or hangers at intervals of not more than 4 feet, except where adequate support and protection is provided by structural members. Vertical gas piping in multi-story dwelling units must be supported at intervals of not more than 6 feet. Solid iron-pipe connection must be rigidly anchored to a structural member within 6 inches of the supply connection. The triangular openings formed by the riser, tread and bottom rail of a guard at the open side of the stairway must be of such a size that a sphere of 6 inches cannot pass through.
Packaged air conditioners often include electric heating coils or a natural gas furnace. This combination of air conditioner and central heater eliminates the need for a separate furnace. The addition of any add-on or attached accessory building or structure must not affect the ability of the manufactured home to comply with the standards. To assure uniform heat transmission in manufactured homes, cavities in exterior walls, floors, and ceilings must be provided with thermal insulation. For insulation purposes, the fire separation wall between each single family attached manufactured home shall be considered an exterior wall .
